The Policy Decision-Making Tool for Sustainable Mobility is the online version of The Global Tracking Framework for Transport (GFT), the Catalogue of Policy Measures (CPM), and the Global Roadmap of Action (GRA) toward Sustainable Mobility.
*The GFT is is the first-ever integrated data and indicators system for transport, with more than 100 desirable and actual transport-related indicators to measure the performance of countries’ transport systems.
*The CPM is the first-ever compilation of all policy instruments available to country decision-makers to achieve sustainable mobility. The CPM is not a static repository of knowledge and expertise, but a dynamic one.
*The GRA tackles heads-on the question any decision-makers face in transport: “HOW” can my country achieve sustainable mobility? The GRA has two components; the Catalogue of Policy Measures and a selection algorithm to generate prototype action plans.
In 2019, the partnership brought together the various tools (GTF, CPM, and Selection Algorithm) to generate a coherent country’s path to achieve sustainable mobility. This path is generated online, by accessing the three-module Policy decision-making tool for sustainable mobility. This tool includes a Data Module to diagnose transport and mobility issues, using the GTF, a CPM, and an Action Module to generate country actions plans (using the selection algorithm).
This tool responds to concerns from countries to get structured guidance on how to change the trajectory of transport and achieve the SDGs and the Paris Climate targets.
In 2021, SuM4All made this knowledge available to country decision-makers by developing and developing a blended interactive learning Course- “Sustainable Mobility Requires a New Policy Approach Today”- in collaboration with the World Bank’s Open Learning Campus. The course drew more than 600 participants from over 140 countries.
The Policy Decision-Making Tool for Sustainable Mobility consists of these three modules:
Data module – a repository of all transport-related data and indicators structured around the four goals defining sustainable mobility: universal access, efficiency, safety, and green mobility to diagnose performance gaps in countries’ transport systems.
Policy module – a catalog of more than 190 measures available to address the performance gaps and achieve sustainable mobility, with various levels of granularity on how to implement each of them, and their capacity to help transport systems return to normal after a shock, like a pandemic or extreme weather event due to climate change.
Action module – It involves a mechanistic application of a ‘selection algorithm’ to the CPM to produce a prototype action plan (PAP) for each country. A PAP consists of the top 20–30 most impactful policy measures for a given country to achieve sustainable mobility. The resulting PAP is a starting point for further customization and refinement through engagement with country representatives, local experts, and other relevant stakeholders.
This tool has challenged the status quo in transport policy by providing the data, evidence, and methodology to identify and quantify gaps in sustainable mobility through an easy-to-understand use of the medium. It has also provided an objective approach for selecting policies, based on data and the best knowledge available globally. With the adoption of this tool, the international transport community has now embraced a new paradigm of mobility that is mode-agnostic and focuses on the overarching objective of sustainable mobility.
