Immigration, Refugees and Citizenship Canada (IRCC) has rolled out its 2026 Express Entry category refresh, adding new priority streams and tightening eligibility just as September draws show the system in motion — a Canadian Experience Class draw issued 2,000 invitations on September 1, followed by a Provincial Nominee Program draw on September 14 issuing 576 more.

What Has Changed

IRCC introduced five new category-based selection streams for 2026, including Medical Doctors with Canadian Work Experience, Researchers with Canadian Work Experience, Senior Managers with Canadian Work Experience, and Transport Occupations. These sit alongside renewed categories from prior intakes (healthcare, STEM, trades, transport, agriculture, and French-language proficiency).

The bigger structural change applies across every renewed category: the minimum Canadian work experience requirement has risen from six months to one year, earned within the previous three years. This raises the bar meaningfully for candidates who previously qualified on a short-term Canadian work permit or co-op placement.

What This Means for HR and Mobility Teams

Employers moving talent into Canada, or converting temporary workers already there, need to reassess pipeline timing. A candidate who would have hit the six-month threshold under the old rules may now need an additional six months in Canada before they qualify for a category draw — extending the runway between work permit issuance and permanent residence eligibility.

Category alignment also matters more than ever. A senior manager or medical professional who doesn't map cleanly to one of the five new streams may be pushed back into general draws, which run at higher CRS cut-offs.

Action Steps

  • Audit current Canadian assignees' start dates against the new one-year experience threshold before promising a PR timeline.
  • Map job titles against the five new 2026 categories — a title mismatch can mean missing an entire draw cycle.
  • Build the extra experience buffer into assignment letters and total-cost-of-mobility forecasts for Canada-bound talent.
  • Track PNP-Express Entry draws separately from CEC and category draws — cut-offs move independently.
