Singapore Lifts S Pass Salary Floor, Opens Nine New Source Countries

Singapore's MOM raised S Pass salary floors and expanded the NTS Occupation List to nine source countries, both effective 1 September 2026.

Singapore's Ministry of Manpower made two separate changes to its foreign workforce rules take effect on the same date, 1 September 2026: a higher qualifying salary for new S Pass applications, and an expanded Non-Traditional Source Occupation List (NTS-OL) that opens nine source countries to roles that previously had no legal hiring route at all. Employers running Singapore headcount through either pass need to check both changes against active and pending applications now.

What Has Changed

S Pass salary floor. The qualifying monthly salary for a new S Pass application rose to SGD 3,600 for most sectors (up from SGD 3,300) and to SGD 4,000 for the Financial Services sector (up from SGD 3,800), effective 1 September 2026. S Pass holders renewing after that date must also meet the new SGD 3,600 floor — this is not limited to fresh applications. A further increase is already scheduled: from 1 January 2027 the minimum qualifying salary for all sectors outside Financial Services rises from SGD 5,600 to SGD 6,000 for new applications, with renewals following on 1 January 2028.

NTS Occupation List expansion. Eight new occupations join the NTS-OL from 1 September 2026, spanning food services, social services and air transportation: butchers, fishmongers and related food preparers; food and drink stall assistants; kitchen assistants; waiters; cabin attendants; babysitters and infant caregivers; educarers; and teacher aides. For the first time, employers hiring into these roles can apply for Work Permits from nine source countries that previously had no route into these occupations: Bangladesh, Bhutan, Cambodia, India, Laos, Myanmar, the Philippines, Sri Lanka and Thailand.

  • S Pass salary floor (general) — effective 1 Sep 2026 — SGD 3,300 to SGD 3,600
  • S Pass salary floor (Financial Services) — effective 1 Sep 2026 — SGD 3,800 to SGD 4,000
  • NTS-OL occupations added — effective 1 Sep 2026 — 8 new roles, 9 new source countries
  • S Pass salary floor (general, future) — 1 Jan 2027 (new), 1 Jan 2028 (renewal) — SGD 5,600 to SGD 6,000

Employers hiring under the NTS-OL must still pay a minimum fixed monthly salary of SGD 2,000 and keep NTS-OL hires within 8% of total headcount — MOM has indicated sector-specific requirements for the eight new occupations will be published separately.

What This Means for HR and Mobility Teams

Any S Pass renewal filed after 1 September 2026 is assessed against the new salary floor regardless of what the employee was earning when the pass was first issued — a gap between current salary and the new SGD 3,600 (or SGD 4,000) threshold needs a compensation review before the renewal window opens, not after a query comes back from MOM.

For employers in food services, social services or air transportation who have struggled to source Work Permit holders locally, the NTS-OL expansion is a genuine new hiring channel rather than a compliance burden — but the 8% headcount cap and SGD 2,000 minimum salary apply from day one, so workforce planning needs to model the cap before recruitment starts, not after offers go out.

  • Audit all S Pass holders due for renewal in the next two quarters against the new SGD 3,600 / SGD 4,000 salary floors
  • Flag any S Pass renewal case currently in preparation that was budgeted against the pre-September salary figures
  • For food services, social services or air transportation employers, model the 8% NTS-OL headcount cap against current and planned Work Permit headcount before submitting new applications
