Quebec Immigrant Advocacy Groups Demand Permanent Residence Pathways

Temporary foreign workers, asylum seekers, and international students attended a recent demonstration in Quebec. They seek permanent status in Canada but encounter excessive bureaucracy. They also perceive the process as discriminatory. These individuals often work in essential services through government placement agencies. They risk their health with limited access to services, including healthcare.

Essential Workers Under Pressure

Cheolki Yoon, a volunteer organizer at the Immigrant Workers Centre, notes that these workers are employed in various sectors. They work in health sectors, nursing homes, warehouses, and transportation. “All these are considered essential work during the pandemic,” he says. “But it’s as though the government doesn’t recognize that.” Despite their critical roles, many are bound by strict contracts. These contracts prevent them from seeking other employment, even if they are laid off. This has become increasingly common during the pandemic. These workers feel exploited and often do jobs Canadians might not be asked to do.

Women and High-Risk Employment

Evelyn Calugay, a coordinator at PINAY Quebec, highlights the unique challenges faced by women. This is especially true for those in caregiver roles. Many are tasked with caring for multiple families, which significantly increases their risk. “We don’t see other Canadians working in their conditions,” Calugay states. She urges the government to scrutinize placement agencies. She emphasizes the need for officials to understand the realities faced by these workers.

Calls for Government Action

The coalition of advocacy groups is pressing both federal and provincial governments to reconsider their criteria for obtaining permanent work status. They argue that everyone should be treated equally and call for more standardization. The current fast-track to permanent status is seen as too limited and should be expanded. Additionally, they advocate for more realistic expectations regarding French language proficiency. They also seek better regulation of private work placement agencies. Improved access to social assistance programs and emergency benefits during the pandemic is also crucial.

In conclusion, the advocacy groups demand that the government acknowledges the essential contributions of these workers. They should be provided with a clear and fair pathway to permanent residency. Transitioning to a more inclusive and standardized process will benefit both the workers and the community as a whole
